    IV All-Russian Forum "Safety of sports facilities" - synergy of professionalism and practice

    On November 20-21, 2024, the IV All-Russian Forum "Safety of Sports Facilities" was held in Moscow, which was hosted by VTB Arena. The operator of the Forum was the Association "Tourism Safety".


    Our company is an expert in the design of international sports facilities. The Metropolis project portfolio includes many completed projects, on the example of which our experts are ready to share their practice, including on the agenda of the forum.



    Over 250 people took part in the event: representatives of governing bodies in the field of physical culture and sports of the subjects of the Russian Federation, owners (users) and managers, representatives of specialized services and departments of sports infrastructure facilities, sports clubs and organizations, government customers, designers and developers – participants of state and targeted programs in terms of construction, reconstruction of sports facilities infrastructure, experts in the field of public order and public safety, anti-terrorist and fire protection, information security, etc.


    The event was supported:

    1. Dmitry Vyacheslavovich Milyaev, Chairman of the Commission of the State Council of the Russian Federation in the field of Physical Culture and Sports, Governor of the Tula region;
    2. Elena Alekseevna Perminova, Chairman of the Federation Council Committee on Social Policy;
    3. Oleg Vasilyevich Matitsyn, Chairman of the State Duma Committee on Physical Culture and Sports of the Russian Federation.

    It is worth noting that VTB Arena, one of the facilities that Metropolis has been working on, has been a welcoming venue for the Forum for the second year. The complex unites the Lev Yashin Dynamo Central Stadium, the universal VTB Arena and the Arena Plaza Shopping Center under one roof. This complex is a place with the possibility of staying a large number of people (more than 10 thousand people), where security issues are given special importance.


    On the first day of the Forum, advanced developments, practices and technologies used to achieve the maximum level of safety of sports facilities were reviewed. And the second day of the Forum was held in the format of a plenary session, which was attended by Lidia Vojvodina, head of the architectural workshop of the Metropolis company.



    The speakers of the plenary session were also:

    1. Sergey Gruzd, Chairman of the Board of the Association "Safety of Tourism" (moderator);
    2. Alexey Mikhan, Head of the Department of Organization of Supervisory and preventive measures in the field of fire safety of the Department of Supervisory Activities and Preventive Work of the Main Directorate of the Ministry of Emergency Situations of Russia in Moscow;
    3. Igor Yunusov, a leading information systems Security Specialist at GANOU Sverdlovsk Region Palace of Water Sports;
    4. Artur Isaev, Head of Service (Chief Engineer) GBU of Krasnodar region "FISHT";
    5. Alexander Rukosuev, Head of the Department for Improving the Security of Critical Information Infrastructure Facilities of the Cybersecurity Department of the Ministry of Finance of the Russian Federation;
    6. Maxim Gontar, Deputy Director for Safety and Organizational Issues of the UIA "Directorate of Sports Facilities of the city of Khabarovsk";
    7. Anna Kononenko, Advisor to the Office for the Protection of the Rights of Personal Data Subjects of Roskomnadzor;
    8. Evgeny Yakubovsky, Head of the Security Service of the Russian Hockey Federation;
    9. Igor Moroz, senior researcher at the Department of development of normative and technical documents of the Federal State Institution "SIC "Protection" of the Russian Guard.

    Lydia supplemented the agenda on the nuances of ensuring safety at sports facilities during sports competitions, a set of technical measures to protect information, fire safety of sports facilities with a mass stay of people and related issues. Her presentation contained comprehensive information about the security perimeter and its critical elements as part of the architecture of the sports complex:

    1. The functions and critical elements of the security perimeter are considered;
    2. The characteristics of the security perimeter, which is organically combined with the architecture of the sports complex, are revealed;
    3. The characteristics of the security perimeter as a contrasting element are presented in comparison;
    4. The examples of the design and construction of real facilities reflect the importance of taking into account the constant updating of regulatory requirements to ensure compliance with the facility during operation;
    5. Attention is paid to improving the regulatory framework.


    One of the tasks of the forum is the generalization by the executive directorate of the event of all problematic issues following the results of the forum in terms of redundancy, inconsistency and discrepancies of individual requirements, including in terms of equipment with engineering and technical means, inspection systems and anti-terrorist protection of sports facilities, as well as the formation of proposals for making appropriate changes to the current legislation to present a consolidated position in legislative and executive authorities.

We expect that the contribution of the representative of the Metropolis company will contribute to the improvement of current legislation, which will allow us to design and build sports facilities taking into account the updating of safety requirements for several years ahead.
