Innovative and green technologies using Skolkovo buildings as an example - how modern are Russian Technological parks?

Construction field is one of the most conservative sectors in economics. Decades may pass from the time a new technology appears until it is introduced into the construction process.
However, everything is gradually changing, and little by little new things penetrate our market. One of the platforms where modern methods are worked over is Skolkovo Innovation centre. The very spirit of this place motivates the clients, designers and builders to look into the future. And owing to this, we get very interesting results. Hopefully, the technologies practiced here will become more common at least at the home commercial real estate market.
We have designed Stratos business centre in Skolkovo (project reference name IT-Cluster) of the total area of 83,000 sq.m. The architectural concept was developed by VP (Valode & Pistre) architectural workshop. The client - A.N.D. Corporation - has set us ambitious tasks. In particular, reduce total (over the life cycle) negative affect of constructed buildings to human health and the environment; introduce innovative technologies to improve the quality of life in Skolkovo; effectively use energy, water and other resources; form conditions to maintain the health of inhabitants and improve the productive capacity thereof.
These are not every-day tasks for Russian designers to solve. Today such enquires here are far more seldom than in Europe. Although there is certain progress. In Russia and particularly in Moscow the amount of innovative buidings is gradually growing. For instance, about 30% of designs that we have prepared for business centres and business parks are subject to LEED and BREEAM certification and successfully pass it.
Skolkovo buidling, as assigned by the Client, was to obtain A+ (Very high) class of energy saving. To achieve this, we have used a number of technologies, which are not widely used in Russia yet. For instance, an intelligent ventilation system for the car parking area controlled by CO sensors, which helps to reduce the heat consumption for heating of supply air.
The office system is regulated by CO2 sensors, with VAV valves provided. The designed system with variable air volume allows to constantly maintain comfortable characteristics regardless of the number of people and equipment in the room.
For air conditioning in the winter period a free cold system is provided, which allows to shut off chilling machines and save electricity. We have also located modern water saving sanitary equipment in the building, which automatically maintains design pressure by motor frequency regulated pumps.
Besides, to reduce operating costs, power distribution boards have been installed in elecrtrical cells, and for the building lighting low energy lamps with compensating devices and illuminators with higher light efficiency have been used.
We have also provided for an automated control of the lighting installation and a single BMS system.
BIM technologies have been used throughout the project development. The Project and Working documentation have been formed in Revit software, which has considerable reduced the time for coordination of MEP services at the construction site.
The use of the above technologies was presupposed mainly by a special attitude to development of Skolkovo territory and the interest from investors. Here we can talk about a combined effect: attractiveness of a modern innovative building constructed with consideration of world standards, and its economical efficiency for further use.
For instance, LEED standard may reduce power consumption by 24-50%, CO2 emissions - by 33-39%, water consumption - by 40%, amount of solid wastes - by 70%.
At the same time, certification of commerical property to LEED and BREEAM standards adds about 10-20% to the market value of buildings depending on the location, type and class of the property.
Opening of Stratos business centre is planned for 2019. It is anticipated that the buidling will be certified to LEED Silver standard on commissioning, which will verify that it has been designed and constructed with allowance for minimum energy consumption in operation.
